วันที่ 29 มิถุนายน 2568 ณ ห้อง Grand Ballroom โรงแรมสุโขทัยเทรเชอร์ รีสอร์ท แอนด์ สปา จังหวัดสุโขทัย สภากาชาดไทย โดยนายแพทย์พิชิต ศิริวรรณ รองผู้อำนวยการสำนักงานบรรเทาทุกข์และประชานามัยพิทักษ์ พร้อมคณะ ร่วมกับกระทรวงสาธารณสุข และกระทรวงมหาดไทย จัดพิธีเปิดโครงการ “ชุดธารน้ำใจสำหรับกลุ่มผู้เปราะบางที่ประสบภัยพิบัติ” เพื่อบรรเทาความเดือดร้อนของประชาชนในกลุ่มเปราะบางซึ่งได้รับผลกระทบจากภัยพิบัติ โดยให้ความสำคัญในการพัฒนารูปแบบการช่วยเหลือ เพิ่มเติมจากเดิมที่แจกจ่ายชุดธารน้ำใจฯ ตามรายการมาตรฐานเพียงอย่างเดียว โดยให้เพิ่มเติมการจัดสิ่งของช่วยเหลือที่ตอบสนองความจำเป็นเฉพาะด้านของแต่ละบุคคล อันเนื่องมาจากข้อจำกัดด้านร่างกายหรือสภาวะอื่น ๆ ที่แตกต่างจากประชาชนทั่วไป เพื่อให้สามารถเข้าถึงและได้รับสิ่งของที่ใช้งานได้อย่างรวดเร็ว ทันต่อสถานการณ์ นอกจากนี้ ยังเป็นการส่งเสริมความร่วมมือระหว่างภาครัฐ ภาคประชาสังคม และชุมชน ในการร่วมกันดูแลและสนับสนุนผู้ที่ได้รับผลกระทบอย่างทั่วถึงและยั่งยืน โดยได้รับเกียรติจากนายสมศักดิ์ เทพสุทิน รัฐมนตรีว่าการกระทรวงสาธารณสุข ประธานในพิธี พร้อมด้วยนายนพฤทธิ์ ศิริโกศล ผู้ว่าราชการจังหวัดสุโขทัย กล่าวต้อนรับ โดยมีนางฐิติพร ศิริโกศล นายกเหล่ากาชาดจังหวัดสุโขทัย นายสมลักษ์ ยกน้อยวงษ์ รองผู้ว่าราชการจังหวัดสุโขทัย นายแพทย์ภานุวัฒน์ ปานเกตุ อธิบดีกรมสนับสนุนบริการสุขภาพ แพทย์หญิงธัญญารัตน์ สิทธิวงศ์ นายแพทย์สาธารณสุขจังหวัดสุโขทัย พร้อมผู้บริหารกระทรวงสาธารณสุข นายอำเภอ อาสาสมัครสภากาชาดไทย อสม. หน่วยงานที่เกี่ยวข้องเข้าร่วมในพิธี สำหรับกิจกรรมภายในงานมีอบรมการใช้งานแอปพลิเคชัน "พ้นภัย" โครงการชุดธารน้ำใจสำหรับกลุ่มเปราะบางที่ประสบภัยพิบัติ การรับชม VTR การดำเนินงานโครงการชุดธารน้ำใจ สำหรับกลุ่มเปราะบางที่ประสบภัยพิบัติ ของสภากาชาดไทย ชมสาธิตและอบรมการใช้งาน แอปพลิเคชัน "พ้นภัย" ตามโครงการชุดธารน้ำใจสำหรับกลุ่มเปราะบางที่ประสบภัยพิบัติ พร้อมคณะผู้บริหารฯ ให้สัมภาษณ์สื่อมวลชน โดยจะมีการอบรมการใช้งานฟังก์ชันต่าง ๆ ที่มีการพัฒนาเพิ่มขึ้นของแอปพลิเคชัน "พ้นภัย" ณ ที่ว่าการอำเภอทั้ง 9 อำเภอในจังหวัดสุโขทัยต่อไป

On June 29, 2025, at the Grand Ballroom, Sukhothai Treasure Resort and Spa, Sukhothai Province, Thai Red Cross Society, led by Pichit Siriwan, M.D., Deputy Director of the Relief and Community Health Bureau (RCHB), Thai Red Cross Society with representatives from the Ministry of Public Health and the Ministry of Interior held the official launch of the project titled “Thai Red Cross Relief Kits for vulnerable groups affected by disasters.” The initiative aims to alleviate the hardships of vulnerable individuals impacted by disasters which emphasizes the development of assistance models, in addition to the original distribution of the Thai Red Cross Relief Kits according to the standard list only, to strengthen the provision of assistance items that respond to the specific needs of each individual. The project also strengthens collaboration between government agencies, civil society organizations and local communities to provide inclusive and sustainable support for affected populations. The event was presided over by Mr. Somsak Thepsuthin, Minister of Public Health, with a welcoming speech by Mr. Nopparet Sirikosol, Governor of Sukhothai Province. Attendees included Mrs. Thitiporn Sirikosol, President of the Sukhothai Provincial Red Cross Chapter, Mr. Somlak Yoknoiwoong, Deputy Governor of Sukhothai, Panuwat Panket, M.D., Director-General of Health Service Support, Thanyarat Sithiwong, M.D., Sukhothai Provincial Public Health Doctor, Executives from the Ministry of Public Health, District officers, Thai Red Cross Society Volunteers, Village Health Volunteers (VHVs) and other related agencies. Activities at the event included a training session on using the “PhonPhai” disaster relief application. A screening of a VTR (video presentation) about the implementation of the Relief Kits for Vulnerable Groups project. A demonstration and further training on the use of the PhonPhai application, including newly developed features. In addition, executives gave media interviews and follow-up training on the use of the application will be conducted in all 9 districts of Sukhothai Province.
